FSSAI License

“Food” means any substance, whether processed, partially processed or unprocessed, which is intended for human consumption and includes primary food to the extent defined in clause (zk), genetically modified or engineered food or food containing such ingredients, infant food, packaged drinking water, alcoholic drink, chewing gum, and any substance, including water used into the food during its manufacture, preparation or treatment but does not include any animal feed, live animals unless they are prepared or processed for placing on the market for human consumption, plants, prior to harvesting, drugs and medicinal products, cosmetics, narcotic or psychotropic substances :

The aim of FSSAI is to –

• To regulate the manufacture, storage, distribution, import, and sale of food
• To lay down science-based standards for articles on food
• To facilitate the safety of food
• To ensure the availability of safe and wholesome food for human consumption

The following individuals or businesses entities need to obtain FSSAI food License mandatorily as per the rules and regulation of the Food Safety and Standard Act, 2006:

• All types of food manufacturers
• Wholesale food business operators
• Food traders
• Food product retailers
• Online food business operators
• Caterers or raw food material suppliers to hotels
• Exporter and importer of food products
• Food packaging unit
• Food storage units
• Transporter and distributors

Types Of FSSAI License:

• FSSAI Registration: An FSSAI Registration is issued for businesses with turnover less than Rs. 12 lakh annually.
• FSSAI State License: An FSSAI State License is issued for businesses with an annual turnover of Rs. 12 lakh to Rs. 20 crore.
• FSSAI Central License: An FSSAI Central License is issued for businesses with a turnover above Rs 20 crore annually.

• Proof of possession of premises(Sale deed/Rent agreement/Electricity bill)
• List of Directors/Partners/Proprietor/Executive members of society/Trust with full address and Contact Details with nomination of authorised signatory.
• Partnership Deed/Self Declaration for proprietorship/Memorandum and Articles of Association/Copy of Certificate obtained Under coop Act-1861/Multi State coop Act-2002 in case of Cooperatives.
• Form IX: Nomination of person as per clause 2.5 of FSS Rules, 2008(Not applicable in case of proprietor)

List of additional specific documents related to type of food business activity:

• For prepared food establishment: an analysis report of water to be used as ingredient in food from a recognized laboratory to confirm the potability indicating the name of authorized representative of Lab who collected the sample.
• Importer: Import Export Code document issued by DGFT.
• Merchant Exporter: Import Export Code document issued by DGFT(Only for Export)
• Transporters: List of Vehicle Registration Numbers.

• Blueprint/layout plan of the processing unit showing the dimensions in meters/square meters and operation-wise area location.
• Name and List of equipment’s and machinery along with the number, installed capacity and horse power used.
• Production unit Photograph.
